The occupant of every dwelling and the operator of every commercial establishment within the city of Coeur d'Alene shall be assessed at least the minimum charge provided in the rate schedule fixed by the mayor and city council for the collection and disposal of garbage, trash and other waste materials, except that one assessment may be made to landlords of commercial buildings with multiple tenants.
