Application for a license shall be in writing, signed and sworn to by the applicant upon application forms furnished by the City Clerk. Such application shall be filed by the City Clerk and the City Clerk shall issue the license upon finding that the application is complete and the applicant possesses all of the qualifications necessary to obtain a license from the Director of the Department of Law Enforcement of the State as prescribed by the laws of the State.
