All applications for a license must be in writing filed with the City Clerk, accompanied by an affidavit of the applicant showing the applicant to be qualified by the ordinances of the City and the County of Kootenai and the laws of the State of Idaho to receive a license. The application must state the place of business with respect to which the license is to be issued; provided, that before a license shall be issued, the licensee must have procured a license from the proper officials of Kootenai County, Idaho, and possess a retail beer license issued by the City; provided further that if a license has not been issued by the County, or the applicant does not possess a retail beer license issued by the City, the applicant may provide proof that an application for a County license has been filed and the City Clerk may then grant a temporary City license, which shall be valid for no more than ten (10) days.
