(a) The City Manager is hereby granted the authority to grant and issue a license to any person, firm or corporation for the distribution and posting of advertising matter upon payment to him of a license fee of twenty-five dollars ($25.00) per day for each person, firm or corporation distributing or posting such advertising matter.
(b) The Manager is also authorized to revoke such license for cause.
