721.02 FRANCHISE REQUIRED TO OPERATE.

No person shall operate a Community Antenna Television System, television or radio transmission business which transmits television or radio signals by means of wires placed on poles in the streets or underground wires, pipes, conduits and other fixtures in the City without first obtaining a franchise from Council.
