(a) The City Manager is authorized to establish such taxicab stands as will serve the best interests of the public. Only shall taxicabs for hire park within such designated areas.
(b) The Manager shall designate taxicab stands by a stanchion or sign bearing the legend that it is a taxicab stand. The expense of such stanchion or sign shall be borne by the owner of the taxicabs.
(c) No taxicab shall double park or stop except at the curb in front of or near the office of the taxicab company for the purpose of receiving instructions.
