(a) Every taxicab shall by subjected to a periodical inspection by a member of the police force as designated by the City Manager. The inspection shall entail a check for mechanical defects which would make the driving of such a taxicab dangerous and unsafe.
(b) The inspector shall make a report of each inspection which shall be on file in the office of the Manager, and shall certify in writing as to whether the taxicab so inspected is safe for public use.
(c) Each taxicab which passes the inspection shall be furnished with a signed certificate stating that it has passed the inspection, the date thereof, and the certificate shall be kept in the cab. No taxicab shall be operated, unless and until it passes periodical inspection.
