(a) No person shall engage in, or carry on the business of purchasing, selling, exchanging or receiving secondhand articles of any kind, scrap iron, old metal, canvas, rope, junk or lead pipe, except plow irons, old stoves and furniture, within the City limits whether by wagon, or in shop, store or any other place of business, without first applying for a license from the City Manager. Such person shall pay a fee of one hundred dollars ($100.00) for such license.
(b) All licenses shall expire on December 31 of the year that the license was issued.
(c) No license issued under this section shall be transferable.
