(a) No car used for transportation of livestock shall be permitted to remain on a side track near enough to any dwelling to become offensive to the occupants thereof.
(b) No conductor, engineer or other person in charge of any locomotive, car or train of cars shall make or cause to be made, any running switch or switches of any car or cars upon or across any street, alley or other public way of the City unless a watchman is stationed at such crossing.

(c) Whoever violates this section is guilty of a minor misdemeanor.
