(a) Every locomotive, railroad car or electric car running in the night on any railroad track within the City limits shall have and keep, a brilliant and conspicuous light on the forward end of such locomotive, railroad or electric car. If such engine, car or train is backing, it shall have a conspicuous light on the end of the rear car or engine, so as to show in what direction it is moving.

(b) Whoever violates this section is guilty of a minor misdemeanor.
