(a) Any person coming into or now within the City who has been convicted of any felony or felonies in any court or courts shall, within twenty-four hours of arrival within this City, register with the Police Department by giving the Department a written statement setting forth his name, address, the felonies of which he has been convicted, the date and place of such convictions and the length of time he intends to remain within this City. Any person required to so register shall report any change of address to the police within twenty-four hours.
(b) Whoever violates this section is guilty of a misdemeanor of the third degree.
