(a) Any person being the owner or having charge of any horse, cattle, sheep, geese or goat shall secure a permit from the City Manager for the keeping of these animals within the City limits.
(b) No person, being the owner or having charge of any swine shall keep the same within the City limits, except for the transportation thereof through the City.
(c) Any person, after securing a permit for the keeping of livestock in accordance with subsection (a) hereof, who permits the premises occupied by such livestock to become noxious or become a nuisance as defined by the laws of the State and this City, shall have his permit revoked. Any person whose permit has been revoked shall remove the livestock from the premises within fifteen days of the date of revocation.

(d) Whoever violates this section is guilty of a minor misdemeanor.
