(a) No person shall hunt, kill or attempt to kill any animal or fowl by the use of firearms, bow and arrow, air rifle or any other means within the corporate limits of the Municipality.

(b) The prohibition contained in subsection (a) hereof shall not apply in areas annexed to the City after January 1, 1980, wherein hunting has been conducted prior to the date of such annexation by members of organized clubs under agreement with landowners in such areas. Hunting by such groups may continue until the agricultural nature and use of such areas ceases.
(c) The prohibition contained in subsection (a) hereof shall not apply where an owner of farm land or the tenant thereon has received written permission from the City Manager to employ any of the means described in subsection (a) hereof for the purposes of pest eradication and/or control.

(d) Whoever violates this section is guilty of a minor misdemeanor.
