373.15 IMPOUNDING BICYCLES.
   (a)    Police Impoundment Procedure. Any bicycle operated by any person in violation of the provisions of this chapter may be seized by any member of the Police Department and be impounded in the Municipal Storage Facility for a period up to sixty days.
   (b)    Unclaimed Bicycles. In the event that a bicycle is recovered and unclaimed or impounded and not claimed by the owner or operator of the same, or by the parent or guardian of such owner or operator, it shall be sold by the Police Chief and the proceeds of such sale shall be disposed of in the manner provided by law.
   (c)    Penalty. Upon discovery by the Police Department that a bicycle is being operated without first being properly licensed hereunder, there may be assessed a fee of ten dollars ($10.00) for such license and registration. Upon issuance of license, the Police Chief shall deliver the fee to the Finance Director.
