(a) Speed. No person shall ride or propel a bicycle at a greater rate of speed than ten miles an hour in the business and closely built-up portions of the City. (1938 Code §14)
(b) On Sidewalks. No person or persons, except children under twelve years of age and those adults certified to be either mentally retarded or having developmental disability, shall ride or run any bicycle along, over or upon any sidewalks of the City.
(c) Single File. Children under twelve years of age and those adults certified to be either mentally retarded or having developmental disabilities, when riding or running any bicycle along, over or upon any sidewalk in the City, shall keep to the right, go in single file at a slow speed and exercise the utmost care with reference to any pedestrians on such sidewalk.

(d) Trick Riding Prohibited. No person shall engage in trick riding or operate any bicycle upon any street, alley, sidewalk or public way without maintaining full control of the bicycle by keeping one hand upon the grips. (Ord. 1969-33. Passed 11-25-69.)
(e) Penalty. Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
