351.131 MOTOR VEHICLES IN RESIDENTIAL AREAS FOR OFF-STREET PARKING PERMITTED.
   (a)   Upon streets within residential areas where off-street parking is provided and permitted, such motor vehicles shall conform to the following:
      (1)   Such motor vehicles shall be parked facing the direction of travel.
      (2)   Such motor vehicles shall be an operable motor vehicle.
      (3)   Such motor vehicle shall conform to all parking requirements under provisions of Section 351.03.
      (4)   Such motor vehicle shall not be a disabled vehicle as defined in Section 351.19.
   (b)   “Off-street” shall be defined as that portion of the City right of way between the sidewalk and paved portion of the roadway, which doesn’t have curbs and is normally used to park motor vehicles in residential areas.
   (c)   This section does not apply to a residential area that qualifies as a tree-lawn area which has curbs and where it shall be unlawful to park.
   (d)   A violation of subsections (a)(1) or (a)(3) hereof shall be fined as a parking violation. A violation of subsections (a)(2)-(4) hereof shall constitute a minor misdemeanor.
