377.02 INSPECTION.
   (a)    Prior to the operation of an under-speed vehicle (USV) on City streets, the USV must pass an inspection conducted by the Clyde Police Department (CPD) or any other law enforcement agency that complies with inspection requirements established by the department of public safety under section 4513.02 of the Revised Code. The cost of inspection by the City of Clyde Police Department shall be forty dollars and zero cents ($40.00).
   (b) At the time of the inspection, the owner/operator of the USV must present the following to CPD;
      (1)    Proof of payment to the City of Clyde Finance Department for the registration fee.
      (2)    A valid driver's license
      (3)    Proof of insurance relating to the use of the USV
      (4)    A USV that meets or exceeds the following operational/equipment requirements.
         A.   Two (2) working brake lights
         B.   Rear-view mirror
         C.   Windshield
         D.   Working horn
         E.   Two (2) working headlights
         F.   License plate light (rear)
         G.   Turn signals, two (2) front, two (2) rear
         H.   At least one working taillight
         I.   Seat belts for each seating position
         J.   Mounting bracket for required license plate (rear)
         K.   Working brake system
         L.   USV speed not greater than twenty (20) miles per hour
         M.   Appropriate tires that are free of major bumps, bulges, breaks, or any other unsafe condition.
   (c)    If the vehicle meets the operational requirements as listed, the Chief of Police or his designee will issue an inspection document that can be taken to the County Title Office to obtain an Ohio Title and with that title, license plates can be purchased for the USV.
