The Chairman of the District Advisory Council and the Chief Executives of the cities that are parties to the Combined Health District may permit by contract any other city to join the Combined Health Districts under the same terms provided in this chapter. Where any such city contracts shall become a part of such Combined Health District, the Combined Board of Health shall be increased by one member to represent such city appointed for a term of five years.
