(a) The budget for the operation of the Combined General Health District shall be estimated by the Combined Board of Health and fixed by the Budget Commission. After the several sources of revenue set forth in Ohio R.C. 3709.28 have been deducted from the budget the necessary funds to meet the remaining budget shall be apportioned by the County Auditor on the basis of taxable valuations among each township, village and city composing the Combined General Health District and paid into the District Health Fund.
(b) The funds received by the cities of Fremont and Clyde from the state subsidy shall be paid to the Auditor of Sandusky County for deposit in the Sandusky County General Health District Fund.
