951.09 BURIAL OF INDIGENT PERSONS.
   (a)   The City Manager is authorized to pay for the burial of a deceased person within the City upon the following conditions:
      (1)   Such person was an indigent or was without sufficient assets to pay for burial expenses;
      (2)   There was no one legally obligated or able to pay for such burial;
      (3)   When the indigent person is not claimed by any person for private interment at his own expense;
      (4)   Said indigent at time of death was a resident of Clyde and not an inmate of a penal, reformatory, benevolent or charitable institution of this State;
   (b)   The Funeral Home in possession of an indigent person shall certify, in writing to the City, and signed by the Funeral Home and the next of kin of the deceased person that no assets are known to cover the cost of burial.
   (c)   The City Manager is authorized to pay, upon invoice from the Funeral Home, the following amounts for an indigent burial:
      (1)   Grave Site – no charge. Grave Site shall be randomly picked by the Sexton of McPherson Cemetery.
      (2)   Opening and Closing – no charge. Burial shall be during regular business hours at the cemetery, and not during burials already scheduled for that day.
      (3)   Graveside services; vault and casket in an amount not to exceed fifteen hundred dollars ($1,500.00).
      (4)   Concrete Grave Marker with deceased name; age, if known, date of birth and date of death – No charge. The Funeral Home shall make arrangements for the Concrete Grave Marker and invoice the City for the actual cost of the marker.
   (d)   Upon discovery of assets after burial, the City shall be reimbursed for any and all expenses associated with the indigent burial.
