There is hereby created a Fair Board Fund as a separate and distinct City Fund which shall be used solely for the receipt of proceeds from the activities of the Board and for expenditures for Board purposes upon a warrant properly drawn by the treasurer of the Board on the Board Fund and directed to the Finance Director. The Board is further hereby granted the authority with or without formal bid to contract on its own behalf upon the proper approval of its members who shall designate the chairman of such Board to execute all contracts in its name. Provided, however, that no contract shall exceed the amounts available in the Fund as it may from time to time exist.
