Upon the effective date of this chapter, the Board shall organize and shall choose a chairman, vice-chairman, secretary and a treasurer who shall serve until an organizational meeting to be held on or about January 2, 1992, thereafter such Board shall reorganize in January of each year. In those years in which members are to be appointed to the Board a reorganization shall not take place until after such appointments are made by Council.
