The Board shall be composed of a minimum of fourteen and a maximum of twenty-one members to be appointed by Council upon recommendation of the Board. Initially, as provided hereinafter, such Board shall constitute fourteen members but may be changed from time to time by request of the Board to the Council for an additional appointment. Such terms shall be for five years except for the initial appointments, seven of which shall be for a period from the effective date hereof until January 2, 1995, and the remaining seven members shall be for a term with the effective date hereof and terminating on January 2, 1996. Thereafter, appointments shall be made for five year terms. Terms of members appointed in addition to the minimum provided herein shall be for an initial term ending on the nearest five year term expiration date. Thereafter, appointments to such additional membership shall be for regular five year terms.
