(a) The Recreation Board shall consist of five persons, three of whom shall be electors of the city and two members may be electors of the Clyde-Green Springs Exempted Village School District. One member on the Recreation Board shall be by appointment from the Clyde-Green Springs Exempted Village School District Board of Education. Said board member shall be appointed by Council to serve concurrently with the Board of Education member’s term in office or until said member ceases to be a member of such board of education. In the event no member of said board of education accepts such appointment, then the board of education shall recommend a qualified elector from the city or from the Clyde-Green Springs Exempted Village School District. However, no recommendation will be accepted, if said recommendation and appointment would reduce the Recreational Board’s membership to less than three electors of the City.

(b) Members of the Recreation Board shall serve without pay. Vacancies on such Board, occurring otherwise than by expiration of term or as provided herein shall be for the unexpired term and shall be filled in the same manner as original appointments.
