141.01 COMPENSATION.
   (a)    The salary of the Solicitor shall be as provided by Council for normal duties and attendance at all regular meetings and preparation therefor and for attendance at work sessions upon request; for directing the preparation of all normal and usual ordinances and resolutions and the review for and approval of same as to form and the initialing of same; as prosecutor in the Mayor's Court when called upon by the Mayor and in the capacity as legal advisor for all officers, boards and commissions of the City. In performing his duties, such Solicitor shall avoid any participation in matters which might suggest conflict of interest. In addition, the Solicitor shall make a monthly report to Council relative to pending litigation and other matters having legal impact upon the City.

   (b)    For additional services performed pursuant to special legislation including such matters as bond issues, annexation, defense of actions against the City, land acquisitions, or other projects of a large or unusual nature, the Solicitor shall be compensated upon a per diem basis at his customary hourly rate when requested to perform such services by the City. Invoices for such services shall be submitted to the City on or about April 1, July 1, October 1 and December 31 of each year.
