(a) The City shall no longer maintain a jail in conformance with the minimum standards required by Ohio R.C. Chapter 341 and it is therefore found and determined that the incarceration of individuals shall be at the Sandusky County Jail under the present contract for the keeping of prisoners with Sandusky County.
(b) The present jail cell facilities shall be utilized as holding facilities for prisoners for periods not to exceed four hours.
