(a) The following described streets encompassing their entire length are hereby declared to be emergency snow routes and no parking shall be permitted in said areas when snow has accumulated two inches or greater in depth:
(1) Amanda Street
(2) Buckeye Street
(3) Cherry Street
(4) Church Street
(5) Duane Street
(6) Durnwald Drive
(7) Elm Street
(8) Forest Street
(9) Limerick Road
(10) Main Street
(11) Maple Street
(12) McPherson Highway
(13) Mulberry Street
(14) Race Street
(15) Vine Street
(16) White Street
(17) Woodland Avenue
(b) The owner or custodian of a motor vehicle found parked in violation of the above restricted streets shall be issued a parking citation in accordance with Chapter 303.08(1) Interference with Street Cleaning and Snow Removal, of the codified ordinances and said motor vehicle shall be towed away at the expense of the owner or custodian therefor.

(c) Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
