In case any owner or lessee refuses or neglects to comply with the provisions of the foregoing section, the Clerk shall have permanently fixed to the residence of the person so refusing or neglecting to comply with the terms thereof, the proper number painted on a plate of the style described in Section 1321.01, and the cost of such number thus fixed shall be paid for by the owner or lessee of the building or house on which the same has been placed, and, if not paid for on demand, may be charged as an additional tax on the property and be collected with such other taxes as may be chargeable thereon.
