The Manager shall be appointed by the Council and shall be chosen on the basis of his executive and administrative qualifications as judged by the adequacy of his technical training and/or his successful experience in administrative work. At the time of his appointment he need not be a resident of the Municipality but during the first 90 days of his tenure of office, shall become a resident within the corporate limits, unless Clyde City Council, by a majority vote, extend the period by, up to, and not to exceed, 60 additional days, for good and sufficient reason.

No Councilman shall receive such appointment during the term for which he was elected nor within two (2) years after the expiration of his term.
