In their interpretation and application, the provisions of the Zoning Ordinance shall be held to be the minimum requirements, adopted for the promotion of the public health, safety and general welfare. Whenever the requirements of the Zoning Ordinance conflict with the requirements of any other lawfully adopted rules, regulations or ordinances, the more restrictive requirement shall govern.
