A subdivision certificate allowing construction of any building, structure, or similar improvement to the land within a subdivision, which has been approved for platting or replatting, shall be issued only after all requirements of the Subdivision Regulations have been fully complied with, including the approval of all plans by the Planning Commission and the recording of the final plat pursuant to acceptance of the required public improvements by Council.
