(a) Council shall have the power and shall exercise its responsibilities thereby, to act in the following manner with regard to the Subdivision Regulations:
(2) Amend the Subdivision Regulations, following receipt of a formal recommendation from the Planning Commission and following a public hearing with appropriate public notice.
(3) Any person, firm or corporation, or any officer, department, board or agency of the City or any interested elector of the City who has been aggrieved or affected by any decision of the Board of Zoning Appeals may appeal from such decision to Council by filing notice of intent to appear within five days and filing a petition with the Clerk of Council within fifteen days from the date of the decision and setting forth the facts of the case.
(4) Council shall hold a public hearing on such appeal not later than thirty days after such appeal has been filed with its Clerk. Council by an affirmative vote of a majority of its members shall decide the matter.
