1113.15 SETBACKS
   (a)    In all new residential subdivisions which front on a primary and/or secondary thoroughfare, as delineated in the official thoroughfare plan, the minimum setback shall not be less than fifty feet.
   (b)    In order to preserve existing natural features and provide more open space, the Planning Commission may grant a subdivider the right to vary the yard setbacks within the zoning lot which do not front on a primary or secondary thoroughfare, subject to the following conditions:
(1)    The total lot size meets the minimum square footage requirements for the zoning district in which located.
(2)    The setback variance does not exceed thirty percent (30%) of the setback normally required within the applicable zoning district.
(3)    All such site plans envisioning such variances have been approved by the Planning Commission.
