(a) A subdivision certificate for the construction of buildings on heretofore undeveloped land, regardless of whether or not such land has been recently subdivided, shall be issued following inspection by the City Manager or his duly authorized representative and certification that the required public improvements have been installed in accordance with Chapters 1109 and 1113 and with the minimum engineering design standards and materials specifications stated in the City's rules and regulations.
(b) Upon completion of all required public improvements, the subdivider or developer shall request, in writing, a final inspection by the Service Director as required under Ohio R.C. 711.091.
