Nothing herein contained shall prohibit Council from providing for the construction of sidewalks on any street or part of street or on either side of any street, as a single improvement in the manner provided by law; and the costs and expenses incurred in the construction and repairing of all sidewalks, hereafter ordered to be made, shall be assessed upon and collected from the lots and lands bounding and abutting upon the improvement in the manner provided by law.
