1113.05 STREETS.
   (a)    Streets shall be completed in accordance with the plans and profiles prepared for the subdivider by a registered professional engineer and approved by the Service Director to meet the minimum engineering design standards and materials specifications stated in the City's rules and regulations. Street improvements shall be carried out under City supervision within the time fixed or agreed upon by the Service Director, and all inspection costs shall be paid for by the subdivider.
   (b)   All streets shall be graded to their full width, including side slopes. The street sub- grade shall be properly rolled, shaped and compacted, subject to the approval of the Service Director, and the sub-grade shall be free of objectionable materials - sod, vegetative or organic matter, soft clay, etc.
   (c)   Required specifications regarding both street base and street surface course, pavement width, sidewalk preparation and materials are available from the Service Director. Discretion in the use of street base courses shall be based upon recommendations by the Service Director, but shall be limited to aggregate, bituminous aggregate, asphaltic concrete, waterbound macadam, Portland cement concrete or an equally suitable base course.
   (d)   Upon expiration of the established maintenance period for the base course, a determination regarding specific material and thickness of what requirements will be made by the Service Director keeping with the approximate bounds enumerated in the engineering design standards and materials specifications stated in the City's rules and regulations.
   (e)   Before proceeding with any construction on streets or other public ways, the subdivider shall erect signs warning the public, "Streets Under Construction". The subdivider shall, in addition, erect and maintain barricades and signs and lighted warning lights at all necessary times and places during such construction.
