All customers outside the corporate boundaries of the City shall be required to enter into a Service Agreement prior to receiving electric service. The initial term of said agreement shall be a period of three years. The agreement shall also require twelve months written notice of termination of service. The Electric Superintendent shall be responsible for development and contents of all Service Agreements, based on the customer’s needs, load characteristics and sound electrical engineering principles. The City Manager shall approve all Service Agreements before electrical service is provided.
