The Inspector may suspend or revoke a license issued hereunder for failure to strictly comply with any part or parts of this Chapter or amendments thereto, or any effective rules, regulations or specifications relating to the use, construction, reconstruction or making of sidewalks. The holder of any such license may appeal from such suspension or revocation to the City Manager and the findings of the City Manager in all such appeals shall be final and conclusive.
