Certain areas within the corporation limits may be exempt from sidewalk installation due to lack of pedestrian travel. Exemptions must meet the following criteria:
(a) Low density population with little or no pedestrian travel.
(b) Topography prohibits installation.
(c) No existing sidewalk is abutting owner's property.
