§ 33.36 ADMINISTRATION.
   (A)   The Mayor shall be responsible for the procurement of all items purchased by the city. The Mayor may delegate this authority to a purchasing officer.
   (B)   The purchasing officer shall execute, sign, and issue a three-part purchase order for all purchases.
