§ 31.31 CITY CLERK-TREASURER.
   (A)   The city hereby establishes the office of the City Clerk-Treasurer.
   (B)   The office of City Clerk is hereby combined with the office of City Treasurer.
   (C)   The duties and responsibilities of the City Clerk-Treasurer shall include, but are not limited to the following:
      (1)   The City Clerk-Treasurer shall act as Secretary for the City Council, and attend all regular and special meetings of the City Council. The City Clerk-Treasurer shall record, keep, and maintain all minutes of all regular and special meetings of the Council. He or she shall ensure that every action of the City Council is made a part of the permanent records of the city, and upon passage of an ordinance, the vote of each member of the City Council shall be entered on the official record of the meeting. It shall be the responsibility of the City Clerk-Treasurer to maintain and safe keep the permanent records of the city and index all ordinances adopted by the city at the end of each month in accordance with KRS 83A.060. The City Clerk-Treasurer shall cause all ordinances to be published as required by law. The City Clerk-Treasurer is under the direct supervision of the Mayor and is responsible for the overall financial management of the city.
      (2)   The City Clerk-Treasurer shall prepare and publish an itemized financial statement as required by KRS 424.220 and shall make a monthly statement in writing showing the receipts and expenditures of the city for the preceding month and the amount remaining in the treasury. The City Clerk-Treasurer shall pay all bills and accounts payable of the city after the Mayor has approved payment; shall be responsible for the collection of all taxes, license fees, and accounts receivable of the city; shall receive, record, and forward all complaints or requests for city services; and shall initiate correspondence on behalf of the city.
      (3)   The City Clerk-Treasurer shall perform the duties required of the “official custodian” or “custodian” in accordance with KRS 61.870 through 61.882; and possess the seal of the city, if used. (KRS 83A.085statutory)
      (4)   No later than January 31 of each year, mail to the Governor’s Office for Local Development a list containing current city information including, but not limited to, the following:
         (a)   The correct name of the Mayor, legislative body members, and the following appointed officials who are serving as of January 1 of each year:
            1.   City Clerk-Treasurer;
            2.   City Manager;
            3.   City Attorney;
            4.   Finance Director;
            5.   Police Chief;
            6.   Fire Chief; and
            7.   Public Works Director.
         (b)   The correct name of the city, mailing address for City Hall, and telephone number of City Hall; and
         (c)   The name and telephone number of either an elected or appointed official to serve as a contact person that may be reached during normal business hours of 8:00 a.m. to 4:30 p.m.
      (5)   The City Clerk-Treasurer shall carry out all further additional duties or functions lawfully delegated by statute or by appropriate order of the Mayor or ordinance of City Council and necessary for the proper operation and functioning of the city.
   (D)   Compensation shall be in the amount as established by the City Council from time to time as set forth in § 31.02 of this chapter.
   (E)   No person shall be appointed or act as the City Clerk-Treasurer unless such person has taken the oath required by § 228 of the Constitution of the Commonwealth of Kentucky and has provided bond, if required, with corporate surety authorized to transact business in Kentucky and conditioned upon the performance of the duties specified herein.
