The city may place a lien upon the mobile home of any renter of any lot in the trailer park who owes the city for past due rent or for damages to any lot in the trailer park caused by the moving of his or her mobile home for the total amount of such unpaid rent or damages. The city may take all other available and appropriate actions and measures to collect said amounts owed to or due it by such renters.
