(A) The city shall be governed by an elected executive who shall be called Mayor and by an elected legislative body which shall be called the City Council, and by such other officers and employees as are provided for by statute or city ordinance.

(B) The City Council shall be composed of six members. An ordinance amending the number of City Council members shall be:
(1) Enacted and filed with the county clerk of the county in which the city is located by no later than the first Wednesday after the first Monday in November of the year preceding the year in which the legislative offices will appear on the ballot; and
(2) Crafted in such a manner that the amended number of City Council members becomes effective on January 1 of the year following the election of the number of City Council members specified in the amending ordinance.
