§ 150.04 BUILDING PERMITS.
   (A)   It is the intent, purpose, and scope of this section to promote and protect the general welfare of the city by empowering it to regulate the erection, construction, enlargement, alteration, moving, or demolishing of a building or structure by first requiring a separate building permit to be obtained for each such activity from the City Clerk-Treasurer. This includes the requirement for application for a permit of all types of work outside the scope and perimeter of any existing structure and shall also include pre-fab storage building, in addition to tiny homes as either a primary residence or an accessory dwelling unit.
   (B)   This section shall be strictly construed and may not be extended by implication except where the intention of the City Council prevails.
   (C)   The City Clerk-Treasurer is hereby empowered and authorized to issue building permits pursuant to the recommendations of the City Planning and Zoning Commission, which shall review all applications for such permits. Any violations of this section shall be reported in writing to the Mayor for appropriate action.
   (D)   Building permit fees shall be based on the following schedule.

   (E)   The procedure for obtaining a building permit shall be as follows.
      (1)   In applying for a building permit to the City Clerk-Treasurer, the applicant shall submit a plan along with the application. The information to be contained in the plan shall be sufficient to meet the needs of the Planning and Zoning Commission in its review.
      (2)   A building permit shall become void six months from the date of issuance unless substantial progress has been made by that time on the construction or alteration authorized therein.
      (3)   The City Clerk-Treasurer shall maintain a permanent file of all applications and permits issues.
