Each person who conducts a yard sale in the city in excess of twice within a 12-month period, provided that each such occasion not exceed two consecutive days of sale, shall purchase a license from the City Clerk-Treasurer for the conduct of all such sales, and shall pay annually therefore the sum of $10, being payable as the occupational tax for the privilege of conducting yard sales.
