Any person violating the provisions of any section of this chapter may, at the discretion of the appropriate court having jurisdiction, in lieu of or in addition to any fine assessed for violation of this chapter as set forth in § 94.99 of this chapter, be directed by that court to pick up, sweep up, or otherwise remove any litter improperly deposited by him or her upon any public or private property. This shall include, but not be limited to the removal of any loose material which has leaked from an improperly-loaded or covered vehicle from the street or public thoroughfare upon which it is scattered by that vehicle.
