Wastes, debris, lumber, metal objects, and any other by-products of a business or industry, including construction and demolition sites, shall not be allowed to accumulate to an extent which would be unsightly, unhealthful, or hazardous. All such wastes and litter shall be disposed of by approved methods at the expense of the owner of the business or industry.
