No person shall throw, drop, deposit, discard, or otherwise dispose of litter in any public place in the city, on any private property not owned by him or her, or in any waters within the jurisdiction of the city except as provided for as follows.
(A) Litter may be placed in plastic bags or garbage cans for periodic pick-up by city garbage collectors as provided for by Chapter 51 of this code of ordinances.
(B) Litter may be deposited in special trash receptacles situated along the streets or in park areas. However, household trash or garbage may not be disposed of in this manner.
