(A) Dogs which are not restrained in accordance with § 90.02 of this chapter may be impounded by the county dog warden to the county dog pound or other authorized county animal shelter and there confined according to county regulations until and unless claimed by its owner.
(B) The dog’s owner shall be responsible for any and all fines, fees, boarding fees, and the like.
