§ 90.04 AUTHORITY TO ORDER ANIMAL MUZZLED OR CONFINED.
   The Mayor, when he or she considers it in the best interests of the public safety and welfare of the citizens of the city, may by proclamation, cause all dogs and/or cats to be securely muzzled or confined for a reasonable length of time.
